Declaration disappears after registration and can no longer be processed

Describe the bug After a declaration has been registered, it disappears from the system. You need to search for the user who made the registration and consult his history to see the declaration that can no longer be processed.

To Reproduce Steps to reproduce the behaviour:

"1-Login 2-Initiate a declaration 3-Register or send for approval."

These are bugs that occur when sending an event for approval.

• The user (field agent) creates a new declaration and sends it for approval.
• Once the declaration is sent, it is no longer visible in the system. This means it cannot be found in the "sent for approval" folder of the field agent, nor in the "Needs an update" folder of the Registrar.

Expected behaviour The declaration should be visible and should still be processed

Steps to reproduce the bug shared by Burkina Faso:

"These are bugs that occur when submitting an event for approval.

The user (field agent) creates a new declaration and submits it for approval.
Once the declaration is submitted, it is no longer visible in the system. This means it is neither found in the 'Submitted for approval' folder of the field agent nor in the 'Requires Update' folder of the Registrar."

Just pasting my notes from yesterday here:

• The record has gotten stuck to “Waiting validation” state. I have a ticket for ensuring this could never happen / improving this flow here.
• They are running 2 month old version of 1.5.0 so they are most likely missing bug fixes.
• The issue itself happened 2 months ago. If we were to continue debugging, we need a more recent record as there are no logs that old in the system.
