Alert system admin for records that the system cannot persist #7657

Description

There needs to be a mechanism for system admin to get notified when records in our record processing queue cannot be properly processed. In many or most cases this needs human intervention.

Configure an alert similar to our other monitoring alerts to be sent when there is a record that could not be processed.
