As a system user registering a birth I want to generate a UIN in MOSIP and have the VID shared back with OpenCRVS in order to be able to print this on the birth certificate

Description

On submitting the birth record for registration it is sent to MOSIP (actual data to be sent is configurable). Note: see custom business logic #7942
MOSIP responds with an Application ID (AID) which is stored against the birth record
The birth record in OpenCRVS is set to “waiting validation” and can be seen in the “waiting validation” work queue
MOSIP processes the birth record and creates an associated UIN
MOSIP returns a VID to OpenCRVS, which is stored against the birth record (record audit entry)
Sending the VID can be configured on/off
Birth record in OpenCRVS completes registration processing and then has the status “registered”
