Description Ability to allow a system user to visualise a certificate's information by scanning its QR code. The "verifier" user should not have access to any other functionalities (no other scopes). Currently, by default all users have access to the QR-code verification functionality.

Acceptance criteria

Verifier user can scan the QR code on a certificate.
Verifier user is able to login to the system.
Verifier user can access and visualise the certificate's information.
Verifier user should not have any scopes attached to their profile (e.g. declare, validate...).

@jpye-finch We will need a design for the case when you don't have the scope. We have to bear in mind that a role could be configured to have just this single scope so there might not be a "home" to return to

For the time being, we will let every user of OpenCRVS scan the qrcode
