This draft PR is for visibility into the C4 diagramming work and will be promoted to a PR once its ready for review, likely a day or so before Nov 12, 2020 the next scheduled meeting.

1) Note wmunyan should sign CLA 2) workflow should be updated to say 'failed' instead of 'ready to merge' if CLA isn't signed
