Enable/disable debug mode #1

Need an easy way to enable/disable debug mode more easily than editing the config in config.py.

Since Jupyter notebook seems not provide on-the-fly parameter passing to kernels, may use an environment variable for it, and may update kestrel-lang to enable the functionality
