Prepare this project for translation

[ ] split each language to a single file
[x] deliver only English by default
[ ] add missing keys to all languages
[ ] add meta data / translation information to every key
[ ] remove unused keys
[ ] use placeholder in strings if needed (and remove string concatination)
[ ] upload all strings to https://www.transifex.com/peacock/open-data-portal/
[ ] promote translation in transifex
