I fully support to get rid the the "conditional" requirements and rather use recommended (see #125) and describe in what cases this is not needed (e.g. APIs, but still for APIs a common format could be used like "REST" or "WFS").

@metaodi in fact, as you point out, there would be no change in the requirement level, only in the terminology (see #125)... This issue's description is maybe somehow misleading. thank you!
