Decide whether using the same value (url) for dcat:landingPage and dcat:accessURL is acceptable #177

In DCAT-AP CH is noted (see dcat:landingpage) "If distributions are accessible only through a landing page (i.e. direct download URLs are not known), the landing page link should be duplicated as accessURL on the distributions." We should decide whether this is acceptable or not, since it greatly reduces the value of the portal itself. If so, criteria should be defined for these exceptions.

I don't understand this proposal, I think the current rule to duplicate the value is fine, since then it's deliberate and can be checked by a consumer (i.e. if the values in dcat:landingPage and dcat:accessURL are identical, I know there is no direct download of the data available.

I agree that this should be an exception and publishers should be shamed for this, but sometimes it's the reality and the standard should account for that.
