Add `dct:references` to mark high value datasets or reference datasets #205

In the German DCAT-AP 2.0 standard the attribute dct:references is used to link to their "Musterdatenkatalog", a catalog of reference datasets. The goal is to provide a way to find similar datasets across different portals.

E.g. "Baumkataster" has the following reference dataset: https://musterdatenkatalog.de/def/musterdatensatz/gruenflaechen/baumbestandBaumkataster

If this property is adapted, we need to make a note about its implementation. We could either create a new Swiss-specific "Musterdatenkatalog" or use https://musterdatenkatalog.de of Bertelsmann.

Apparently the EU are also planning to add dct:references to their dcat-ap, see https://github.com/SEMICeu/DCAT-AP/issues/231, and this input by Open Data Germany: https://github.com/SEMICeu/DCAT-AP/issues/231#issuecomment-1258120996

Also, people are discussing dct:references and "Musterdatenkatalog" favourably on twitter, to me it seems to be a generally accepted idea, see:
