Add labels to repo #19

It'd be handy to be able to assign labels to individual issues, so that they could be marked as "General", "Core enhancement", "Cloud ready", "Administration" (and any more than might be missing from the proposal). Also perhaps labels representing the scale of the work? "Small", "Medium", "Large"?

I'm sorry, I just realized that I completely ignored this when you filed it a week ago. :-/ And now that I really need to be able to filter in this manner, it's of course nobody's fault but my own that I can't. I'll create labels and start assigning them!
