Encode the Boat Ramps and Access Points as JSON #21

We have this as machine-readable data, since it's already driving a feature on the website—it just needs to be massaged into shape to be deployed publicly.

We've got it as Public Boating Access.json, courtesy of DGIF. Its non-standard name and root location serves as a reminder that it needs to be integrated into the rest of the project, but the data is all there.
