This dataset now appears in our repository at http://opendata.dc.gov. There are two layers with historical data as daily counts (FY 2011 to FY 2016) and short term sentencing (2013 to 2016).
The data is not yet up-to-date however does include historic records.
It is machine readable as spreadsheet and API accessible.
Available in bulk.
