Replace grid chiclets with something reasonable #18

This is a terrible way to display the openness of datasets:

grid

12 chiclets in a row, and the only way to find out what any of them mean is to mouse over them. This is the vernacular of open data censuses, but it's not a great one, and it falls apart with 12 ranking metrics.

Also: This display isn't accessible to people with red/green color-blindness.

Now that we have grades and scores for each dataset, it seems to me that we're in a good place to replace this with a better display.
