Highlight that this is an incomplete census #26

A reasonable person would be puzzled by the omission of most states. Make clear on the home page that this is a work in progress.

Note that we've got over 60% of the U.S. population included in the states indexed so far, because the survey is being done in descending order of population size. The plan is to index all 50 states, D.C., and Puerto Rico.
