How do we handle states without repos? #44

The catch of a yes/no flag for whether data is in the state repository is that there's a meaningful difference between data not being in the repository and there not being a repository at all. Incomplete repositories are harmful, but datasets are graded the same either way. If these really should be graded differently, then a) what does that difference in grading look like and b) what is the technological infrastructure necessary to support that?

This would mean moving from yes / no grading to numeric grading. That seems like a big change.

A couple of months later, I've concluded that this requires too big of a change to warrant this small change.
