When we get closer to completion (perhaps somewhere around 35 states surveyed), consider adding stub entries for every un-surveyed state. That shows the work that remains, and makes clear that the person isn't overlooking the state that they cannot find, it simply has not been surveyed yet. I don't want to do that yet (at 26 states, and counting) because half of all entries would be stubs. A sea of gray is not a good look.
