Create the infrastructure for per-state records

Right now we provide per-dataset granularity. Towards #78:

• [x] create a worksheet for per-state granularity.
• [ ] retrieve the data from that worksheet when a state URL is loaded
• [ ] display the data from that worksheet when a state URL is loaded

I've created the worksheet, but we're not retrieving or displaying that data. I've updated the issue to require that work to be done, too.
