Update steering council list and revise governance #14

A couple of changes:

Updated the list of SC members
Updated some sections of the governance document to reflect SC changes

This is intended to be a work in progress, so if there are more changes or if I have something wrong, let's correct it.

I think this is ready to merge. Any final comments?

The changes are fine to merge from my pov.

In re-reading the governance doc there are some other areas that I think can be updated or refined. Some of the language, while not strictly wrong, appears to be a hang-over from the original template. No need to go into details here, I think, as they can be better addressed in future discussions and pull requests.
