GHA: Use miniforge3 for conda env creation to fix builds

• Installing and setting up mamba with the setup-miniconda GitHub Action is failing. It is marked as experimental....
• It seems simpler and achieves the same thing.
• Conda 23.10+ uses the same solver, so performance should be similar if we were to switch to the conda cli.
