[Investigation] Design an integrated environment for ODD Collectors

The idea is to create a live env with running ODD Collectors.

1. Source for collectors should be also live (e. g. mutation of structures, new data, etc.);
2. ODD Collectors should be monitored (health checked, alerting system);
3. New releases of ODD Collectors should be deployed to the environment.
