🐛 [bug] - osc-ingest-tools 0.4.3 vs. SqlAlchemy 2.0 #64

📝 Description

First off, the Elyra Dockerfile likely needs osc-ingest-tools to do anything interesting when it comes to building data pipelines. Alas, https://github.com/os-climate/osc-ingest-tools/issues/46 cites that osc-ingest-tools uses code that's deprecated in SqlAlchemy 2.0. @HeatherAck

🚶 Steps to reproduce

When there is a Data Mesh pattern available in one of the OS-Climate clusters, I'll create a recipe for reproduction. This issue is just book-keeping at this point. @redmikhail

🧙‍♀️ Suggested solution

We need an updated osc-ingest-tools library (@erikerlandson) and an updated Elyra Dockerfile referencing that updated library.
