Description

Move the gitea info and manifests to a gitea repo as an optional component that users can deploy manually for there use case

Closes #129 Closes #116

How Has This Been Tested?

Manually deployment to ensure the gitea kustomize manifests parse and apply successfully

Merge criteria:

Info is accurate and easy to understand

[ ] The commits are squashed in a cohesive manner and have meaningful messages.
[ ] Testing instructions have been added in the PR body (for PRs involving changes that are not immediately obvious).
[ ] The developer has manually tested the changes and verified that the changes work
