Standardize the naming convention for ACM objects used to deploy and manage infrastructure #69

Currently we have references to odh-core, odh-edge, near-edge and poc-near-edge as ACM clusterset names to denote what ACM AppSub needs to apply to each cluster. We should roll this up into the global definition list for ACM and AI Edge terms to prevent any confusion as we add additional use cases and edge applications

This is related to #62

While working on https://github.com/opendatahub-io/ai-edge/pull/140, I've decided that the only relevant cluster set name is poc-near-edge, and it is used once, in acm/registration/near-edge/base/near-edge.yaml.

It seems that the DEVELOPMENT.md might use some update to match this, if desired.
