docs(service-mesh): introduces ADR for Authorino Operator deployment

Presents a strategy for deploying Authorino Operator used as an external authorization provider in Service Mesh setup.

If I understand this correct, the proposal is

• to fetch Authorino CRD during operator build time and deploy it during DSCI creation (if by default we use OSSM to handle SSO) => this is similar to how we deal with Codeflare Operator
• but on the other hand, we will still require Authorino Operator to be installed in the cluster. (as how, by whom, when, these are open questions) => this is different to how CodeFlare Operator is doing (i.e it is named as operator but we do not install it as operator any longer)

Converting it back to draft, as the final solution will most likely be different from what has been captured so far.
