Add ODH-ADR-0005 GitHub Issue Label Standards #9

Define the organization-wide GitHub Labels that will be reserved in all opendatahub-io repositories to support a common issue lifecycle workflow to classify, prioritize and assign ownership for any GitHub Issue

@andrewballantyne This is not a blocker for your planning efforts. Feel free to create the required github labels in any repo that is "blocked" by this advisory document

It's not "my" planning efforts... It's "our" planning efforts. I am not asking you to merge this for Dashboard reasons -- Jay and I are trying to get ODH as a whole aligned and she keeps asking me why these efforts are not in place. I see no reason for this to have lingered... so I made the comment.
