[Cherry-Pick] update template manifests for fast/stable

Motivation

Cherry pick for https://github.com/opendatahub-io/modelmesh-serving/pull/209

Test

This did not change the source and it just added some manifests to solve regression issues. For this reason, it does not need to test.
