[Story]: Support Metrics on the Backend

Goal

Implement a metric set of endpoints to manage permission issues calling the Model Metrics monitoring stack.

Itemized goals

• Move queries to the backend -- likely need to make an endpoint per query (not sure if we can get better than this -- maybe a query "number"?)
  • Main goal here is to not accept queries from the frontend, hardcode the query on the backend and supply it with dynamic params (like namespace and any other identifiers, like model name)
• Send just the min data needed to fill out those queries from the client
  • The data should probably always be namespace and then any number of other data points, like model name
• Do an RBAC check immediately after reaching the backend... does the user have permissions to view the namespace?
  • Exit with 403 if they do not (should be able to test this in the URL if we use query params for everything, use postman or something if it requires body properties)
• Use the service account token (should be fastify.kube.currentToken) and do the call on the user's behalf to the endpoint in question

Note: this is all throwaway code while we wait for UWM, so don't get overly stylistic with implementation.
