update: open root group to the same permission as owner

Description

in this case, we will get '-rw-rw-r--'
non-1001 users can run as user for operator pod

How Has This Been Tested?

similar test: to add restrict pipeline scc with priority to 10 and user 1000 operator pod can run with no error regarding permission of files
