Implementation of a "params-service" that allow to store pair and handle their lifecycle.
In addition to this, odm modules could use it to fetch configuration on startup and/or update their configuration dinamically if a value is updated.
params-service api and server modules, with entities, resources, mappers, services, controllers, clients, ...
encryption and decryption on sensitive data
allow only specific clients to decrypt encrypted values
refactor of other modules to retrieve configurations from params-service if missing in the properties file or if different (configurations stored in the params-service will always replace the ones in the property files)
