Remove Element 84 logo and references #153

As of December 1, 2023, Element 84 is no longer sponsoring the project. Project expenses are now being paid by Robert Cheetham and work is being carried out by volunteers.

Steps:

[x] Remove FAQ reference - https://opendataphilly.org/FAQ/
[x] Remove E84 company description from https://opendataphilly.org/about/
[x] Delete logo from img/ directory
