Update Riparian Buffer dataset resource links

The Heritage Conservancy data set links in the PASDA data catalog have changed. There is also a missing data set:

• [x] Update shapefile and metadata links
• [x] Add REST API links
• [x] Add resource links for 2012 data set
• [x] Update description
