Grow GitHub community

One of my big pitches for moving to JKAN/GitHub was to enable a community to grow around GitHub making it easier to maintain the data set. For the most part this hasn't happened - so let's set some goals (for the rest of th year) and try some things.

These are great ideas. @lydiascarf had suggested engaging with the Code for Philly community as a starting point, so I've taken steps to do that this week. Would it make sense to write some of your ideas as their own tasks?
