Add a link to the ods API among the resources in udata

Opendatasoft provides API access for all datasets of a given ods portal. For example, this dataset from open.urssaf.fr can be accessed via the ods API.

Within udata, it is possible to add an API-type resource to a dataset.

Currently the udata-ods harvester does not provide a link to the ods API access to an harvested dataset. A solution could be to make it so the harvester adds a new API resource to each harvested dataset which links to the API section of the dataset on the ods portal.

For example, in this dataset on data.gouv.fr the API resource would link to this webpage.
