Not only is data not accessible, but the map doesn't work. I get the following error message when trying to load the map:

"Unable to establish a secure connection to the layer. The layer, Mobility_Plan, cannot be added to the map."

BaseMap is trying to load from a City of Denton website on http, and thus throwing this insecure/mixed content error. Would require network admin assistance.
