The data-set immbalanced with most of the data-points with the class Annexations.

I don't think the previous comment illustrates a problematic "imbalance". It simply reflects more annexations than deannexations (i.e., Annexation (253), Deannexation (20)). Data looks good. However, chart on webpage is broken.
