Create docker image with documentation and deploy / install together with the application

we should add all documentation that is created not just to nexus, but also into an image - that we build together with the application, so people have a single entry point to skim thru the docs..

This needs the following enhancements

• seed is / bc / dc / service with the rm quickstarter (https://github.com/opendevstack/ods-quickstarters/blob/master/release-manager/Jenkinsfile)
• enhance https://github.com/opendevstack/ods-mro-jenkins-shared-library/blob/master/src/org/ods/service/NexusService.groovy to store the doc(s) in the folder that is the docker context folder
• enhance https://github.com/opendevstack/ods-mro-jenkins-shared-library/blob/master/vars/phaseFinalize.groovy to build an image
• provide a base dockerfile (nginx based - with configuration, that exposes the content of the image (e.g. /docs folder)
• patch the build config, with the prior tag on building - so we have a consistent, full doc bundle.

we could use the https://github.com/opendevstack/ods-jenkins-shared-library to make all this happen (that is - import it into the rm jenkinsfile - and just use the stages (build, deploy)
