Simplify HTTP JSON handling #661

Implement a small type to handle returning and logging errors centrally
Change some status codes
Return JSON, not plain text

I'm going ahead and merge this because I want to test this and #656 together, and having both in master will make my life easier. Feel free to comment later and I will address all feedback.
