Point to next ODS version

Follow-up from https://github.com/opendevstack/ods-core/pull/212.

I anticipate another change to this which should make management of the version a bit easier, see https://github.com/opendevstack/ods-core/issues/225.

@tjaeschke Thanks for reviewing.

I noticed now though that:

this will conflict a little with changes @kiwo will make, so in order not to disturb that work I'll not merge this now
It assumes a branch 2, which does not exist yet - not ideal. I guess on master you need to point to either production (as that will exist in BitBucket) or the last released branch (would be 1.2.x for now). I'll think a little more about this. Input welcome!

So for now I will not merge this, but. we'll have a similar PR around the release time for v2 where, at least for the released version, we definitely want to set all identifiers to that version.
