Adds method to categorize Alerts for Aggregation Monitor in AlertService
Adds initial MonitorRunner change to take categorized Alerts, populate Trigger context and execute Actions
Adds AlertService unit tests
Some minor formatting changes
The MonitorRunner logic for the Aggregation Monitor is in a bit of a transitive state at the moment. It will be cleaned up on subsequent PRs but has been included to show the general flow of the Alert creation and Action execution.
