This PR bumps the plugin to version 1.13.0.0 and compatibility with Kibana 7.10.2.
Changes include:
Updating versions specified in necessary config files and GitHub workflows
Automatic update of yarn.lock file after bootstrapping with latest Kibana version
Manually performed sanity test via local cluster, plugin comes up and able to perform all basic CRUD operations for real-time and historical detectors.
Confirmed all UT pass (no broken tests or snapshots of various components).
Confirmed all IT pass.
