Revise vegetation germination definition #168

The keyword 'germinate' has a double definition.

  1. in the input; 2. in the model state. Let's change the input to 'rhoger'.

Also, germination is not reset after vegetation destruction with a high water event. This causes vegetation to grow back on the exact same place where it was washed away. Resetting the germination model state matrix will solve this.
