Improve text readme for contributing #7

This PR introduces:

  1. some more instructions how to contribute and install development dependencies using flit.
  2. more details how to register or install an IDE for the created environment, before installing the python package.
  3. fix in the license of the pyproject.toml file, which was required to install development dependencies using flit.
