Why is this PR required? What issue does it fix?: Reduce the steps required for updating base images and add support for ghcr

What this PR does?:

• Update workflow to push images to ghcr
• Use openebs/linux-utils as base to maintain single source of base images for alpines
• Update Release process steps to include chart updates.
