Update ct.yaml for chart lint and chart testing github action.

Chart lint and test were not running as the directory was not correct that's why chart testing (GitHub action) passed in my previous PR #96 when the chart version was not bumped.

Chart-testing Github action logs:

Linting charts...
Directory 'deploy/charts' is not a valid chart directory. Skipping...
