The Library Details “Submitting” state does not disable actions #416

The Library Details “Submitting” state is not ideal. Buttons are still clickable, and there is no spinner or graying out of the page, and no feedback is provided to the user. Saw this when saving library details.

I'll keep on eye on the frontend-app-course-authoring reimpl to make sure this is fixed.
