[Epic] Update curated Instances in Heroku

Context:

tCRIL is generating an Impact Report that quantifies the landscape of Open edX Instances globally. Some of this data will derive from the list of Curated Instances in Heroku. The data will be analyzed and summarized in aggregate, and the anonymized results shared publicly. We will present the results at the Open edX conference in April. This portion of the project requires that the Heroku Instances data be manually updated (outside of Heroku) and re-ingested back into Heroku.

This ticket has two parallel components:

Part I: Manually updating Heroku Instances data

The full log of Open edX Instances is being manually updated in a google sheet as follows:

• New Instances identified for addition to the curated list of Instances in Heroku
• New metadata being added to existing Instances in the curated list of Instances in Heroku

This metadata includes:

• Organization title
• Language
• Geography
• Primary sector
• Focus on continuing education (yes/no)
• Mission
• Duplicate or defunct
• Notes

Part II: Re-ingesting data back into Heroku

The process to re-ingest into Heroku should be scoped early and iteratively. It requires further scoping.
