Login to CMS/Studio issuse #26

Staff user unable to login to Studio.

Gone through the lms logs and found nothing. Restarted edx services all services started without throwing any errors. Looked at lms.env.json and cms.env.json files if there are syntax mistakes. But every thing was good.

In cms.env.json file, there was a commented line. Removed commented line and started edx services. Then staff user was able to login to Studio/CMS. Used online json syntax checker jsonlint.com.
