Change the Link of Lab Assessment form on vlabs.ac.in #134

Lab Assessment form link is taken from vlab.co.in The link is now changed to http://209.211.220.205/labassessment/assessmentform.html.

Similarly the link for "Labs Developed by Nodal Centres" is now changed to http://209.211.220.205/vlabiitece/ Change the link in footer to reflect the changes.
