Announcement form link in annoucements page of vlabs.ac.in #166

As per the requirement, all institutes must able to contribute to announcements. A Google form for Virtual Labs Announcements is created which is to be linked and made available from here - http://vlabs.ac.in:5959/announcements/index.html.

Virtual Labs Announcement form must open in new tab.
